Is unauthorized credit card use by businesses punishable by law?

A few days ago, a company that I do business with charged my credit card $250 withouth my permission. They have asked me in the past if I want to keep my card on file and I have told them no. Is this offense punishable by law? If so, what can I say to them to let them know that I mean business?
