I have yet to get child support in a year is deadbeat parents a good way to go?

I have over 12,000 owed to me in child support. We have been to our local child enforcement agencies etc. but because he fails to get the proper data our dates just keep getting pushed back. they said they cannot file contempt until the court day then 90 days after. That will be almost 2 years later. (Plus he only pays once maybe twice a year anyway). I want to know if deadbeat "parents" works better? He makes tons of money but under the table he just bought a house from his mom and put in his wife's name, he has 2 other kids and a stay at home wife with 3 new cars plus tons more so i know he is making really great money but hiding it. He told the courts he only made 5000 last year lol!!! this is annoying and i want some steady kind of pay any help out there? PLEASE Thank you!!! we live in CA.
